The Office of the Governor is suspended under the PILLARS Act. In its place, the heads of the city’s five departments govern together as the Interim City Council.1

How the Council works

  • The Council holds every executive power the Charter gives the Governor, as one body.2
  • It decides by vote among its members, and its members present each decision to the public together. No member may announce an action for the Council without its consent.3
  • Each member still leads their own department.4
  • Limits the Charter puts on the Governor, such as three pardons a year, apply to the Council as a whole.5

What the Council does for you

Where the Charter names the Governor, the Council acts. It:

  • signs or vetoes the bills City Congress passes6
  • leads the Civil Guard as commander-in-chief6
  • appoints the judges of the New Philadelphia Courthouse7
  • hears appeals from anyone declined for citizenship. See Become a citizen.8
  • runs the Office of Duplication and Replication, which issues duplication licenses. See Licenses.9
  • takes applications to work for New Philadelphia Express. See Mail.10

Where to find the Council

The Council meets at City Hall, 110 Essential Street. It may not conduct its business at the Legislature.11

City Hall is open to the public at all times. It keeps an anonymous suggestion box for anything you’d like the city to hear.12

The Grandma Piglet Executive Office Building, including the Oval Office, is open to visitors while the Act is in force.13

How long the Act lasts

The Act took effect on 4 November 2025, for up to five years. Congress may extend it or end it sooner.14

There’s no election for Governor while the Act is in force, and no one may campaign for the office. See Congress and elections.15
