The PILLARS Act took effect today. From now on, the heads of the city’s five departments govern together as the Interim City Council.1

How the Council works

  • It acts as one body. The Council holds the Governor’s executive powers together, and decides by a vote among its members.2
  • It speaks with one voice. Members present each decision to the public together, and no member may announce an action for the Council without its consent.3
  • It meets at City Hall, 110 Essential Street. It may not conduct its business at the Legislature on New York Avenue.4
  • Each member still leads their own department.5

What it means for you

Anything you would have taken to the Governor now goes to the Council. Department business, such as citizenship, licenses, and building approvals, goes to the department as before.
